Chapter 100, RSMo, creates a PIE (Planned Industrial Expansion) Authority in all home rule charter cities to assist in industrial and commercial redevelopment. Sections 100.310–100.590, RSMo 2000 and Supp. 2010. PIEs share enabling and initial organizational requirements similar to those for LCRAs under Chapter 99, RSMo. For example, to exercise redevelopment powers, PIEs must be authorized by resolution or ordinance of the local governing body, which must find that one or more blighted areas exist within the local jurisdiction and that these areas are in need of industrial development. Section 100.320, RSMo 2000. Amendments to Chapter 100 have expanded the originally enacted definition of "[i]ndustrial development" to encompass a broad spectrum of commercial development, including multi-family housing. See § 100.310(9), RSMo 2000.

PIEs follow a procedure similar to that of LCRAs for preparing and carrying out redevelopment plans, including:

requirements for conformance with the general plan; submittals to the local governing body; and cooperation with private developers.
