Sections 386.330 and 386.390, RSMo 2000, authorize various named parties to file complaints, formal or informal, against public utilities subject to the jurisdiction of the PSC. A similar section as to gas, electric, water, and sewer public utilities is found at § 393.260, RSMo 2000. An analogous provision respecting telecommunications companies can be found at § 392.240, RSMo 2000. Section 386.400, RSMo 2000, allows public utilities to file complaints against each other.

The PSC’s procedural rule as to formal complaints generally tracks the statutory language except that it also establishes procedures for an informal complaint. 4 CSR 240‑2.070.
