2. (§5.5) Monthly Progress Payments
The MPPA provides that progress payments shall be made to the contractor “on at least a monthly basis as the work progresses . . . .” Section 34.057.1(1), RSMo Supp. 2014. The law contemplates two types of monthly progress payments:
1. Those based on estimates submitted by the con- tractor
2. Those based on the state’s own estimates
