c. (§5.43) Contests

Before the enactment of the Comprehensive Election Act of 1977, Chapter 115, RSMo,—see §5.40, supra—the Supreme Court of Missouri had consistently held that there was no means to contest the results of a bond election and that the certificates of the judges and clerks were final as to the results.
