2. (§5.30) Proper Request for Progress Payment
To be deemed “proper,” a contractor’s request for progress payment must be substantiated and certified. 31 U.S.C. § 3903(b)(1)(A), (B). Unlike invoices, for these requests, the FPPA does not direct that the degree of “substantiation” is regulated by the director of the OMB. Nevertheless, the contractor would be wise to follow OMB guidelines in this regard and substantiate its progress payment requests with the following information:
