If a district needs to reduce the number of teachers because of decreasing enrollment, financial conditions, or school district reorganization, the district may lay off teachers. Section 168.124.1, RSMo Supp. 2007. “No permanent teacher shall be placed on leave of absence while probationary teachers are retained in positions for which a permanent teacher is qualified.” Section 168.124.1(1).
