The Public Sector Labor Law covers employees of any public body in Missouri, except “police, deputy sheriffs, Missouri state highway patrolmen, Missouri national guard, all teachers of all Missouri schools, colleges and universities.” Section 105.510, RSMo 1994. Coverage includes employees of the Juvenile Division of the Jackson County Circuit Court, State ex rel. O’Leary v. State Board of Mediation, 509 S.W.2d 84 (Mo. banc 1974), and the nonacademic employees of the University of Missouri, Curators, University of Missouri v. Public Service Employees Local No. 45, Columbia, 520 S.W.2d 54 (Mo. banc 1975).
The statutory exclusion of police officers from the provisions of the Public Sector Law, §§ 105.500–105.530, RSMo 1994, does not abridge the officers’ constitutional rights because the statutes bear a rational relation to legitimate governmental objectives in view of officers’ “unique place in society.” Vorbeck v.
