The Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA), 29 U.S.C. §§ 1161–1168, mandates opportunity for continuation of health plan coverage to eligible employees as well as qualified beneficiaries. A “‘covered employee’ means an individual who is
