The PSC Law (see §9.2, supra) contains little reference to the procedural requirements to be followed when filing an application for affirmative relief. It does contain certain substantive requirements for affirmative relief to be granted. It has been judicially recognized that the technical rules of pleading do not need to be followed. State ex rel. Kansas City Terminal Ry. Co. v. Pub. Serv. Comm’n, 272 S.W. 957 (Mo. 1925); State ex rel. Crown Coach Co. v. Pub. Serv. Comm’n, 179 S.W.2d 123, 126 (Mo. App. W.D. 1944).

The PSC has promulgated a rule applicable to all pleadings under 4 CSR 240‑2.080. This rule addresses the following issues:

The number of copies to be filed

Who should be served with pleadings and briefs

How pleadings should be signed

Signature by attorneys
