2. (§4.3) Exceptions and Penalties Strictly Construed

Exceptions allowing closure are to be strictly construed. SeeTipton v. Barton, 747 S.W.2d 325, 330 (Mo. App. E.D. 1988); MacLachlan v. McNary, 684 S.W.2d 534, 537 (Mo. App. E.D. 1984). Likewise, the penalty provisions of the Sunshine Law are also strictly construed.
