Venue for a declaratory judgment suit on the validity or application of rules is at the plaintiff’s choosing. It may be:
in the Circuit Court of Cole County (Jefferson City);
in the county of the plaintiff’s residence; or
if the plaintiff is a corporation having a registered office or business office in the state, in the county where the registered office or business office is located.
