After the circuit court has rendered its judgment, an appeal may be taken by the PSC and any party, including the Public Counsel, who participated in the PSC proceeding under § 386.540, RSMo 2000. This language suggests that an “interested person” who has sought review of a PSC decision to the circuit court, but who was not a party to the PSC proceeding, may not be authorized by law to take the case to the court of appeals.
