Section 386.510, RSMo 2000, provides that review of PSC orders or decisions may be taken for the purpose of testing their “reasonableness or lawfulness.”

The lawfulness and reasonableness standard has been held to be essentially the same standard of review as that applied to cases decided by other agencies, i.e., whether the determination is authorized by law and is supported by competent and substantial evidence on the whole record.
