Section 144.030.2(9), RSMo Supp. 2007, exempts the rental of films, records, or any type of sound or picture transcriptions. The rule promulgated under this section, entitled “Movies, Records and Soundtracks,” does not clarify whether this exemption includes, for example, rental of videotapes or video disks but provides that the exemption does not apply to sales of those items, even if the sale is to a place of amusement charging a sales tax on admissions.
