Fertilizer distributors are required to obtain permits from the Director of the Missouri Agricultural Experiment Station in Columbia before selling fertilizer for consumption or use in the state. Section 266.301, RSMo 2000. “Fertilizer” is defined as “any organic or inorganic material of natural or synthetic origin which is added to soil, soil mixtures, or solution to supplement nutrients and is claimed to contain one or more essential plant nutrients.” Section 266.291(4), RSMo 2000.
