Section 31 Perfection of Judicial Review Before the Circuit Court

After the PSC has denied the application for rehearing, the case may be reviewed in the circuit court. Jurisdiction and venue for judicial review of PSC orders or decisions is in the circuit court of:

the county in which the hearing was held; or

the county in which the PSC has its principal office (Cole County), see Mo. Const. art. IV, § 20.

If hearings are held in more than one county, the Supreme Court has held that the appellant has the option of seeking an appeal in the circuit court of any county in which a hearing was held.
