One or more of the members of a board or commission may conduct hearings as long as all the members consider the record, briefs, and hearings officer’s report. A board or commission may make provisions for hearings by one or more of their members and then have the entire body consider the record and participate in the final decision. Schrewe v. Sanders, 498 S.W.2d 775 (Mo. 1973); City of Kirkwood v. Mo. State Bd. of Mediation, 478 S.W.2d 690 (Mo. App. E.D. 1972).
