d. (§3.57) Amendments Before Adoption

A bill may be amended at any time before its adoption. But a bill should not be so amended that its original purpose would change. When an amending ordinance is invalid, the original ordinance remains in effect. McClellan v. Kansas City, 379 S.W.2d 500 (Mo. banc 1964).
