EPA has promulgated regulations under FIFRA that are intended to protect agricultural workers from exposure to pesticides. 40 C.F.R. pt. 170. The worker protection standards require agricultural employers to adopt workplace practices to reduce or eliminate workers’ exposure to pesticides and to establish procedures for responding to pesticide exposure emergencies. 40 C.F.R. § 170.1.
