The lack of written findings of fact and conclusions of law precludes judicial review and requires remand of the case. Graves v. City of Joplin, 48 S.W.3d 121 (Mo. App. S.D. 2001). Stephen & Stephen Properties, Inc. v. State Tax Commission, 499 S.W.2d 798 (Mo. 1973), contains a good discussion of the rationale behind the requirement of § 536.090, RSMo 2000, regarding findings of fact and conclusions of law.
