An agency decision does not need to be in any particular form as long as it allows for intelligent review of the decision and reveals a reasonable basis for the decision. “Findings are adequate if they leave the appellate court no room for doubt about which evidence the Commission believed and that which it rejected.” Garden View Care Ctr., Inc. v.
