Stimulus Act
In 2003, the Missouri legislature enacted the MDRES Act (Missouri Downtown and Rural Economic Stimulus Act), §§ 99.915–99.1060, RSMo Supp. 2010. The MDRES Act is actually made up of two separate acts—one for MODESA (downtown economic stimulus) and one for MORESA (rural economic stimulus)—that have similar features.
Any municipality may create a downtown economic stimulus authority or a rural economic stimulus authority, contingent on certain findings. All municipalities located in St. Louis County fall within the jurisdiction of a county-wide authority. Each economic...
