A patient record is considered the physical property of the health care provider or facility that compiles, stores, and maintains the data. 19 C.S.R. § 30-20.021(3)(D)(6). The contents of the patient record belong to the patient and may be disclosed to the patient or a person designated by the patient with the consent of the patient or the patient’s legal representative.
