Section 25 Duty to Meet and Confer

The public sector labor law, §§ 105.500 et seq., RSMo 2000, requires government employers to “meet, confer and discuss” proposals “relative to salaries and other conditions of employment of the employees.” Section 105.520, RSMo 2000. Absent consent to joint bargaining between the employer and representatives of multiple employee groups, the employer must meet and confer separately with the exclusive bargaining representative for each group.
