B. (§25.39) Administrative Enforcement Without Registration

Duthoy v. Duthoy, 385 S.W.3d 460 (Mo. App. W.D. 2012), addresses the question of whether a foreign child support judgment needs to be registered in Missouri for administrative enforcement there. In Duthoy, the Minnesota court ordered the father to pay the mother child support until the son became emancipated. The mother relocated with the son to Florida where she registered the Minnesota judgment. The mother then sent the son to live with his grandfather in Missouri, but never registered the judgment there. When the son was 18 years of age and still attending high school, the grandfather applied for and received Temporary Assistance for Needy Families benefits.
