In §9.27 below, the types of orders and decisions of the PSC are discussed for the purpose of appeal. Unless the authority to issue an order has been delegated by the PSC, a recommended order or decision is prepared by the ALJ for discussion and approval by a majority of the PSC at a regularly scheduled agenda meeting.
