Under § 10(c), 29 U.S.C. § 160(c), of the Labor Management Relations Act, 29 U.S.C. §§ 1151, et seq., the Board has authority to order any person found guilty of an unfair labor practice “to cease and desist from such unfair labor practice, and to take such affirmative action including reinstatement of employees with or without back pay, as will effectuate the policies of this” Act. The Board has exercised this authority to issue cease-and-desist orders and to issue orders to make employees whole. This has included orders to an offending union to process or arbitrate grievances that it had wrongfully refused to handle.
