In preparation for a hearing before a civil service commission or similar agency, § 536.077, RSMo Supp. 2010, should be carefully read. It provides that, in any “contested case” before an agency created by the constitution or state statute, the agency must, upon request of any party, issue subpoenas and, in a proper case, subpoenas duces tecum.
