Section 536.060, RSMo 2000, allows for the disposition of cases by “stipulation, consent order, or default, or by agreed settlement.” But the Western District of the Missouri Court of Appeals has concluded that a “limited hearing procedure” adopted by the PSC to entertain a stipulation and agreement into which less than all parties had entered was not authorized by law.
