Before a motor vehicle may be driven on the streets and highways of Missouri, it must be properly registered with MoDOR. Sections 301.130.5 and 301.020, RSMo Supp. 2007. License plates affixed to the vehicle are prima facie evidence of registration. Section 301.130.5. In State ex rel. Dyke v. Spradling, 536 S.W.2d 839, 842 (Mo. App. W.D. 1976), the court held that the purpose of the registration of motor vehicles is a revenue measure, and the attachment of license plates to the vehicle is prima facie evidence that the fees for the privilege of operating a motor vehicle have also been paid.

Under § 301.190.1, RSMo Supp. 2007, only the owner of a motor vehicle may register it. “Owner” is defined in § 301.010(43), RSMo Supp. 2007, and includes persons, firms, corporations, associations, and even lessees in certain situations.
