The Missouri State Board of Mediation (the Board) is authorized to determine the appropriateness of bargaining units and
oversee the selection of collective bargaining representatives
for covered employees. Section 105.525, RSMo 2000. The
Board consists of five members appointed by the Governor
and confirmed by the Senate. Two members represent unions,
two represent employers, and the fifth represents neither
