The plan was to standardize the format of the Criminal Code, the RSMo chapters, and the individual Missouri statutes. For example:

· definitions that were used in more than one chapter would be collected in Chapter 556, RSMo, Preliminary Provisions (Criminal Code);

· definitions that were used in more than one statute, but only in one chapter, were collected and located at the start of that chapter; and

· definitions used in only one statute were contained within that statute.

Chapter 195, RSMo, Drug Regulations, was divided into criminal statutes and regulatory statutes. The regulatory statutes remained in Chapter 195. The criminal statutes
were brought into the code as a new Chapter 579, RSMo, Controlled Substance Offenses. Many, if not most, of the offenses contained in Chapter 578, RSMo, Miscellaneous Offenses, were moved into the appropriate chapter for each, leaving only a few truly miscellaneous sections. Offenses were uniformly called offenses and not crimes, misdemeanors, or felonies. The format was standardized into the following cause and effect:
