In 1965 the Missouri General Assembly enacted S.B. 112, which was titled “An Act Relating To Employees Of A Public Body.” The Act contained four sections:

• § 105.500, RSMo, “[p]ublic body” defined

• § 105.510, RSMo, public employees may join labor organizations and bargain collectively—exceptions—not to be discharged or discriminated against

• § 105.520, RSMo, public bodies may negotiate with labor organizations

• § 105.530, RSMo, law not to be construed as granting right to strike
