On November 4, 1980, Missouri voters approved the Hancock Amendment (or Hancock), Mo. Const. art. X, §§ 16–24, by a 55% margin. The Hancock Amendment was placed on the ballot by initiative petition. The statewide petition drive was initiated by Mel Hancock, who was a Springfield businessman at the time but subsequently represented his southwest Missouri district in the U.S. House of Representatives.
