4. (§2.5) Emergency Rule

In an unprecedented and extraordinary action, the Judicial Conference of the United States proposed an “emergency model rule” (Emergency Rule) that was “adopted” by the various
district courts in late 1982 as a “local” rule to keep the bankruptcy courts operating and to avoid chaotic interruption of the administration of bankruptcy cases.
