B. (§2.39) Preference to Foster Parents
Persons over the age of 18 years who, as a foster parent or parents, have cared for a child continuously for nine months or more and bonding has occurred, "as evidenced by the positive emotional and physical interaction between the foster parent and child," may apply to the supervising agency for placement of the child with them for adoptive purposes if the child is available for adoption.
