5. (§2.28) Mental Condition

Unfortunately, but true, in some instances a natural parent may be unable because of a mental defect or disorder to care for and provide for his or her child. The resulting parental neglect does not arise intentionally but nonetheless effects the same consequences as deliberate neglect, which would permanently deny the child necessary parental care.
