Numerous statutes and regulations, especially federal, attempt to establish a privilege on behalf of the government against disclosure of information. Reports made to the government may not be discoverable if the privilege is established by statute, but the contrary may be true if the privilege is imposed by a regulation. See 8 CHARLES A.
