3. (§2.21) Ceremony
Section 451.100, RSMo 2000, provides that marriage can “be solemnized by any clergyman, either active or retired, who is in good standing with any church or synagogue in this state” or by any judge of a court of record, including a municipal judge. In 1969, this section was amended to allow marriages to be solemnized by a religious society, institution, or organization when either party to the marriage is a member.
