5. (§2.20) Exceptions to Consent Requirement
If the written consent of one or both living parents, or the consent of any other person or persons whose consent is required by § 453.030, RSMo Supp. 2003, has not been and cannot be obtained and filed with the court, it is essential that one of the exceptions provided under § 453.040, RSMo 2000, be included and pleaded as part of the petition in order to place all parties on notice of why the consent of that particular parent or person is not required.
