Before October 1, 1979, the effective date of the Bankruptcy Reform Act of 1978, Pub. L. No. 95-598, 92 Stat. 2549 (the Bankruptcy Reform Act), bankruptcy judges were selected by district court judges, served six-year terms, were always subject to de novo review by the district court, and were paid much less than district court judges.
