1. (§2.16) Parental Consent Requirements
Section 453.030.3, RSMo Supp. 2003, states that, absent the exceptions specifically enumerated under § 453.040, RSMo 2000, when the person sought to be adopted is under the age of 18 years, the written consent of both parents, or the surviving parent, of the person is required; the consent shall be filed in and made a part of the record of the proceeding.
