I. (§2.1) Jurisdiction and Venue
Jurisdiction to grant adoption is vested in the juvenile court or the family court in jurisdictions that have a family court. Section 211.031.1(4), RSMo Supp. 2003. This statutory provision makes the jurisdiction of the juvenile court or family court original and exclusive. The petition for adoption must be filed in the juvenile division of the circuit court of the county in which:
"(1) The person seeking to adopt resides;
(2) The child sought to be adopted was born;
