The Missouri Highways and Transportation Commission, as a matter of law, must prepare and file its plans when it files a petition to condemn land. Rule 86.04. These plans are certified by the secretary to the Commission and are admissible because they comprise part of the condemnation petition by reference. The same is true with condemnation petitions for electrical transmission easements, railroads, and other types of right-of-way.
