Section 19 Jurisdiction

Jurisdiction of the juvenile court is established under § 211.031, RSMo Supp. 2010. The court’s jurisdiction is deemed exclusive in proceedings involving a child (or 17‑year‑old person), who is a resident or is found within the county, when:

· the parent or custodian neglected the child, or the child is otherwise found to be without care, custody, support, proper education, or medical treatment necessary for the child’s well‑being;

· the child is living in an unsuitable dwelling found to be a nuisance in accordance with § 195.130, RSMo 2000;

· the parent or custodian is unable or unwilling to provide necessary care and treatment for the child’s mental health issues;

· the child is beyond parental control, is repeatedly absent from school without justification, is habitually absent from home without just cause, or has behaviors or associations that are otherwise injurious to the child’s welfare or the welfare of others;

· the child is alleged to have violated state or local law that is not considered a criminal offense or that is an offense only applicable to children (except for nonfelony traffic violations committed by a child who is over 15½ years of age), and the juvenile court of the circuit is where the child may be found, where the child...
