Normally, the entire text of a proposed rule must be printed in the Missouri Register. Exceptions are made only when the Secretary of State determines that the publication would be extremely bulky or expensive. See § 536.021.2(3), RSMo Supp. 2010, for the Missouri Register and § 536.031.4, RSMo Supp. 2010, for the CSR. The agency is allowed to incorporate material into its rules by reference by publishing only a summary of the referenced material. It still must follow all the other procedures. Editors’ notes printed as a part of the proposal indicate the material the Secretary of State has accepted for filing under this provision.
