Quoting Barnes v. City of Lawson, 820 S.W.2d 598, 601 (Mo. App. W.D. 1991), the court in State ex rel. Donelon v. Division of Employment Security, 971 S.W.2d 869, 874 (Mo. App. W.D. 1998) (citations omitted), described the liberty interest of a government employee:

[T]he safeguards of procedural due process, requiring notice and an opportunity to be heard, attach and protect a liberty interest where a person’s good name...
