In addition to emergency release notification requirements, EPCRA includes provisions on emergency planning and inventory reporting. Under EPCRA § 302(c), 42 U.S.C. § 11002(c), any facility that stores or uses any of the listed extremely hazardous substances in quantities exceeding the “threshold planning quantity,” including farms and other agricultural operations, must notify the applicable SERC and LEPC within 60 days after the substance first becomes present at the facility.
