C. (§16.5) Planned Industrial Expansion Authority Law

The PIE (Planned Industrial Expansion) Law, §§ 100.300–100.620, RSMo 2016, creates a PIE authority in all constitutional charter cities and in cities having a population in excess of 400,000 to assist in industrial and commercial redevelopment. PIEs have enabling and initial organizational requirements similar to those for LCRAs under the LCRA Law. For example, to exercise redevelopment powers, PIEs must be authorized by resolution or ordinance of the local governing body, which must find that one or more blighted areas exist within the jurisdiction and that these areas are in need of industrial development. Section 100.320, RSMo 2016. The PIE Law reflects a similarly expansive view of “industrial development” to encompass a broad spectrum of commercial development including multi-family housing. See § 100.310(9), (15), and (18), RSMo 2016.
