F. (§16.31) Missouri Downtown and Rural Economic Stimulus Act
The MDRES (Missouri Downtown and Rural Economic Stimulus) Act, §§ 99.915–99.1060, RSMo 2016, actually encompasses two separate acts—one for downtown economic stimulus, referred to as MODESA, and one for rural economic stimulus, known as MORESA—that have similar features. New authorizations are no longer being provided for the MODESA program, however, and only those MODESA projects already in existence and that have already received an authorization may conduct and complete projects.
